Mrs. Waggoner was a member of the Freetown Church of the Nazarene. She had been a foster mother to 38 children over the years. She enjoyed anything outdoors including gardening and going for walks. She enjoyed taking care of her own family and also cooking. She enjoyed music and singing.

Born September 16, 1930 at Five Points, PA, she was a daughter of Samuel D. and Etta (Guiher) Kitchen. In 1960 she married Lester Waggoner and he preceded her in death.
